My VRAM usage was always below 40%, in fact I have begun modding the game (no compatibility problems yet, and have avoided mods that claim to have a significant performance impact) with high resolution variants just to make me feel better about proper VRAM usage. My GPU usage has never gone above 50%, even in the menu with an uncapped FPS. The only place it seems to have an unlocked framerate is on the title screen and main menu. So I have seen it vary from (locked at) 72, 60, 36, 30, and at one point locked to 24 FPS. When playing the game, I get FPS in fractions of my monitor's refresh rate of 144 Hz. FO4 is saved to the NVMe drive to make quickloading and quicksaving as fast as possible.
